Scott Sewell has been the owner of Petro-Marine Underwriters, Inc., a surety insurance agency whose clients included many oil and gas companies and government entities, since 1994.  For over 20 years Scott served on the National Petroleum Council, the cabinet advisory board to the U.S. Secretary of energy.  He is past Regional Governor and member of the Board of Directors of the Independent Petroleum Association of America (America’s largest oil and gas trade association, the IPAA), and was the 2004 recipient of the Meritorious Lifetime Service Award from the American Petroleum Institute Delta Chapter.  Scott was also one of the initial members of the Coastal Restoration Task Force created to restore America’s Gulf of Mexico coastline. 

 

From 1989 to 1991, Scott twice served in the President Bush Administration as Acting Assistant Secretary (and Deputy Asst. Secretary), over Land and Minerals Management overseeing America’s oil and gas industry, coal mining and public land use; and over Fish, Wildlife and Parks overseeing America’s national parks and wildlife refuges. 

 

From 1991 – 1993 he served as Federal Bureau Director of the U.S. Minerals Management Service running the oil and gas regulatory agency with a $240 million annual operating budget, over 3,000 regular and contract employees, and annual revenues of $12 billion.  During these years he represented the United States on multiple missions with foreign governments, including the Newly Independent States of the former Soviet Union after its break up, the Peoples Republic of China, Australia, Canada, and others.  In 2010, he worked with the U.S. State Department, Iraqi Provisional Recovery Team, at Forward Base Warrior in Kirkuk, Iraq.

Keith Vincent

Keith Vincent is an Oil & Gas executive with over 35 years in the hydrocarbon exploration and development industry.  Mr. Vincent graduated from Louisiana State University then from Louisiana State University School of Law with a Juris Doctorate in 1979.  Mr. Vincent has been employed in the industry as a land and legal professional with both private and publicly traded companies.  During his career he has organized and supervised multidisciplinary teams which were successfully involved in mergers, acquisitions, as well as, corporate and asset due diligence.

While primarily involved in transactions in the OCS Gulf of Mexico, Mr. Vincent has extensive experience across the United States and internationally.  In 2010 Mr. Vincent left corporate life and began putting resource drilling opportunities together for sale to the industry with successful projects in Arkansas and California.  Additionally, Mr. Vincent provides consulting services for land and legal issues, including surety and supplemental government and private bonds for the industry.
